This report discusses the options left for the US to stabilize the situation in Iraq after the invasion and what should be done to achieve at least a stable Iraqi government. The paper explores how the domestic situation in Iraq has changed since the invasion, discusses various options for US actions and illustrates different possibilities to measure success. Subsequently, the paper develops a plan that outlines a possible way to arrive at a stable situation. The paper calls for a dual disengagement, whereby the US gradually disengages from Iraq and Iraq disengages from the US.
