This briefing examines the upcoming Macedonian local elections in September 2000. It states that there is no discussion of significant state reform issues. Instead, local elections serve as a backdrop to the clash between the two large political party blocs: the governing and the opposition party bloc. The briefing also observes growing tension in inter-ethnic relations between ethnic Albanians and Slavic Macedonians.
