This briefing examines the Croatian government's performance in meeting its international obligations with reference to the International Criminal Tribunal for the former Yugoslavia. It outlines the problems that go along with accusing Croatian citizens of war crimes and the hesitant prosecution of these crimes by the Croatian authorities.
