This report assesses whether the necessary preconditions for holding the elections foreseen in the Dayton Peace Agreement for Bosnia and Herzegovina have been given. The paper introduces the OSCE’s mandate to postpone the elections, explores the unfulfilled and deteriorating conditions on the ground and summarizes flagrant examples of election manipulation. Subsequently, the paper asks what the results of elections at this moment were and presents arguments against proceeding with the elections. Finally, the paper outlines an alternative schedule for postponed elections and recommends that the OECD should withdraw certification and that the elections be postponed.
