This briefing examines the implications of the Yugoslav's army arrest of a leading Serbian politician and a US diplomat. The arrests should be viewed as a warning to the pro-European reformers to end cooperation with the Hague Tribunal and as an attempt by the anti-reform bloc and the army to weaken the Djindjic government. The paper concludes by stating that without reform of Miloševic era structures and practices, Serbia will have difficulties with moving toward the rest of Europe.
