This report describes the recent historical context and analyses the campaign, the conduct and the outcome of the elections that were foreseen by the Dayton Peace Agreement for Bosnia and Herzegovina. The paper reviews the OECD’s stance on the elections, assesses the conditions for the elections, summarizes the actual implementation and presents the election results. Special attention is given to the issues of still undetained war criminals, very basic problems with the repatriation of refugees and the absence of a politically-neutral environment. The paper stresses that the elections cannot be considered free and fair.
