This report critically assesses the implementation of the Dayton Peace Agreement (DPA) for Bosnia and Herzegovina one year after the end of the war and states that its implementation is in crisis. The paper contrasts the obligations of the DPA with what actually happened in the field of war crimes and crimes against humanity, the implementation mechanisms and repatriation and reintegration. Further attention is paid to the issues of common institutions and the holding of elections. Finally, the paper presents a set of recommendations to get the peace process back on track.
