This report addresses background and development of the violent events in Mostar on 10 February 1997 and presents recommendations to prevent them in the future. The paper summarizes the chain of events that led to the incident and outlines the long-term developments before it. The paper ends with a set of recommendations that call for the Stabilization Force (SFOR) and the International Police Task Force (IPTF) to assume their responsibilities under the Dayton Peace Agreement and enforce the provisions.
