The report attempts to take stock of the progress that has been made in returning refugees and internally displaced persons to their homes according to the Dayton Peace Agreement; the efforts that have been made to that end in the past 16 months by citizens of Bosnia and Herzegovina and by the international community; the obstacles that are still hindering the return; and the implications of the deeply disappointing result to date.
