This report examines the nature of the minority group refugee return to post-war Bosnia that has taken place to date, the approaches attempted, the official obstructionism that has marred the process, and the obstacles to further returns. It analyzes the politics of return, the policies of the ruling, ethnically-based parties towards displaced persons, both from their own ethnic community and from Bosnia’s other two ethnic communities, and the manner in which the Federation is functioning and evolving in the Middle Bosnia Canton. The paper ends with a series of considered recommendations.
