This report examines why the Bosnian city of Drvar warrants special attention, examines the background to the recurring ethnic violence as well as the April 1998 riots themselves and the international response. The paper addresses issues to improve the security situation as measures to support Croats and Serbs to return to their pre-war homes. The paper offers an assessment of the current situation and concludes with a series of recommendations.
