This report examines the background to the 1998 Peace Implementation Council (PIC) meeting and presents recommendations to achieve a self-sustaining peace process in Bosnia. The paper considers priorities for the following year and proposes measures to boost efficiency and transparency in the international community’s operations. The list of priorities includes political reform, economic restructuring, refugee return and the NATO-led Stabilization Force (SFOR) strategy.
