This paper addresses electoral reform as a means for Bosnia and Herzegovina to overcome its ethnically divided and ineffective political system that developed after the end of the war in 1995. The paper explores Bosnia’s post-war experience with elections and the existing system and aims to identify the best kind of government. Subsequently, the paper reviews different electoral systems and the question of what difference a reform might make. Finally, the paper outlines how an electoral reform is to be implemented and what might mobilize popular support for it.
