Drawing on lessons learned from the international community’s efforts to implement the Dayton Peace Accords in Bosnia, this report aims to highlight key issues international actors in Kosovo should keep in mind as they implement the peace plan for Kosovo. The paper devotes special attention to the issues of enforcing the peace plan and of protecting human rights and addresses immediate security concerns for Kosovo in the post-agreement, post-conflict phase.
