This report reviews the framework of military and civilian involvement in Kosovo according to UN Security Council Resolution 1244 of 10 June 1999 and compares it with the structure envisaged in the earlier Rambouillet Agreement. The paper explores the future role of the UN in Kosovo, outlines earlier experiences with protectorates in the Balkans and assesses the distribution of powers. Furthermore, the paper asks what the Kosovo protectorate will look like and what its final status might be.
