This report examines factors preventing the development of an independent judiciary in Bosnia and Herzegovina (BiH) and outlines steps necessary to promote judicial independence. The paper provides an overview of the different legal systems coexisting in BiH and explores specific issues affecting judicial independence, including selection procedures, financing and judicial culture. The paper argues that many steps are necessary to develop an independent judiciary in BiH.
