This report addresses the countless violent incidents that have been aimed at non-Albanian ethnic minorities in Kosovo since the end of the war. The paper provides information on various groups that might be involved in the ongoing violence, including radicalized ethnic Albanians, the Kosovo Liberation Army (KLA), criminals from Albania proper, participants in internal ethnic Albanian conflict and Serb paramilitary groups. Furthermore, the paper reviews political rivalries on the Albanian side and discusses the continuing insecurity despite international military presence.
