This report addresses the role public administration plays in enforcing or violating human rights and civil liberties of Bosnia and Herzegovina’s (BiH) citizens. The paper gives an overview of the different branches of BiH public administration. Furthermore, the paper introduces phenomena and causes of confusion and discrimination in post-communist bureaucracies. The paper argues that BiH public administration needs an overhaul and is currently a kind of a weapon against vulnerable groups of society.
