This report examines the present situation in Montenegro, including the strength and opinions of the various domestic players. The paper further reviews Montenegro’s current relationships with Serbia and the international community and offers some tentative conclusions, in full recognition that Montenegro’s future is not in its own hands alone. The paper provides details on Montenegro’s political parties, domestic policy issues, the strained relations with Serbia and the international reaction. The paper calls for international support to prevent further incertainty in the Balkans and to stabilize Montenegro.
