This report explores opportunities to move beyond the ethnical division of the Bosnian city of Mostar. The paper outlines in detail attempts to re-unify the city since 1994, introduces the situation in Mostar today and addresses public sectors affected, including the city administration, policy and education. The paper aims to show that the obstructionist tactics of the Croatian Democratic Union (HDZ) of Bosnia and Herzegovina has had negative consequences for the citizens of Mostar. The paper calls for the equal status of all peoples in Bosnia, while dismantling divisive and ineffective parallel institutions.
