This CTC report discusses the implication of the secession from Iraq of the al-Qaida-led Mujahidin Shura Council (MSC) and the declaration of independence of a state in the country’s Sunni-dominated Western regions. According to the author, this new political entity, the Islamic State of Iraq (ISI), has yet to demonstrate a significant administrative capability. The author argues that jihadi propaganda has sought to assure observers that Abu Ayyub al-Masri (Abu Hamzah-al Muhajir) plans to develop those tools.
