This report addresses the implementation of Kosovo’s first elections in fall 2000 and the procedures related to it. The paper explores why the proposed elections matter, focusing on municipal government structures and the proposed voting system. The paper reviews the registration process and issues of intimidation, corruption and media coverage. Subsequently, the paper elaborates on the Kosovo’s Serbs’ perception of the elections, on the role of the Albanian political parties and on future Kosovo-wide elections. The paper calls for a tough, problem-solving posture by the international community to overcome expected opposition.
