On the eve of general elections in Serbia on 24 September 2000, this report addresses the rise of the oppositional presidential candidate Vojislav Kostunica, who wants to displace ruling president Slobodan Milosevic. The paper addresses the resurgence of the opposition, its relation with Kostunica and fissures within Serbia’s regime. Furthermore, the paper asks what Milosevic’s next steps might be and outlines various scenarios. Finally, the paper develops scenarios of how the opposition will react to the situation and what the international community should do.
