This report reviews the results of Bosnia’s November 2000 elections and shows that five years after the war there is still no sustainable basis for a functioning state. The paper sheds light on the context of the elections before it goes on to review the results, including the House of Representatives, the Federation and the Cantons. Subsequently, the paper explores reasons for the election outcome and assesses the current situation. The paper argues that the international community must devote renewed attention to actually implementing the Dayton Peace Accords.
