This report presents a blueprint for a strategy to integrate the Croats in Bosnia and Herzegovina (BIH). This strategy is designed to provide genuine rewards for individuals and institutions cooperating with the Dayton Accords while applying low-key sanctions to those who defy. The paper discusses the weakened influence of the Croat Democratic Union (HDZ) of BIH, reviews the first time success of a non-nationalist party in the November 2000 elections and elaborates on the House of Peoples decision. Subsequently, the paper outlines the obstructive HDZ policy in the Bosnian institutions and suggests ways to open up a constructive dialogue.
