This report addresses the issue of when and under which conditions international troops (SFOR) shall be withdrawn from Bosnia and Herzegovina. The paper reviews the state of the Dayton Peace Accord in 2001 and outlines various reasons for the continued presence of SFOR, including support for international organizations, security for returning refugees and other civilian tasks. Subsequently, the paper stresses the importance of continued US involvement on the ground in Bosnia and develops several benchmarks that might be used as measures for the completion of SFOR’s mission.
