This report addresses the question of whether and under which conditions Yugoslavia should receive international economic assistance. The paper outlines reasons for making aid conditional and gives reasons why this should work. Subsequently, the paper discusses three fields of cooperation where Yugoslavia’s willingness could be tested, including cooperation with The Hague Tribunal, the Republika Srpska issue and cooperation in Kosovo. The paper states that Yugoslav action to allay regional fears will not occur without significant international pressure.
