This report addresses the continuing dysfunction of the Serbia-Montenegro federation and outlines options to overcome this unsustainable situation. The paper discusses the narrow election results in Montenegro that did not bring the expected support for independence and slowed the independence movement down. Subsequently, the paper reviews the state and functioning of the federation and looks at ways to overcome the continuing deadlock. Finally, the paper explores ways in which the international community might assist.
