This report presents and reviews reactions in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia to the terrorist attacks of 11 September 2001. For each of these countries and entities, the paper reviews political and media reactions, discusses issues specific for the country and addresses attempts from local politicians to benefit from the new interest in terrorism and Islamic fundamentalism. The paper argues that Western governments should reward these governments for their democratic performance and not for the volume of their denunciations of terrorism.
