This report addresses proposals for International Community (IC) presence reform in Bosnia and Herzegovina (BIH). The paper outlines the international structure and how it evolved. Subsequently, the paper reviews problems with the structure, including the absence of an overall vision, lack of leadership and duplication of efforts. Finally, the paper puts forward proposals for change including a new pillar structure. The paper urges those involved to agree on a comprehensive proposal based on the Kosovo pillar model that would mark a break with the past.
