This report discusses options to overcome Kosovo’s undecided final status in order to end uncertainty and give the involved parties a reliable framework. The paper argues that Kosovo requires further preparation for any form of final status, especially in the fields of self-government, criminal justice and minority issues. The authors outlines benchmarks for Kosovo’s internal development, standards that should be met by its institutions and principles that should govern the treatment of its citizens. The paper argues that conditional independence under some form of international trusteeship is the most realistic solution.
