This report reviews the Federal Republic of Yugoslavia’s (FRY) domestic development since the overthrow of Slobodan Milosevic with a focus on issues requiring reform. The paper discusses FRY’s objective to join the Partnership for Peace program, the Council of Europe and to negotiate a Stabilization and Association Agreement with the European Union. Subsequently, the paper addresses FRY’s human rights situation, cooperation with the International Court of Justice in The Hague, the state of the armed forces and neighborly relations. The paper states the FRY’s transition has at best barely begun.
