Focusing on the agreement signed between Serbia, Montenegro and the Federal Republic of Yugoslavia (FRY) on 14 March 2002, this report discusses the future of the Serbian-Montenegrian federation. The paper reviews Montenegro’s referendum debate which aims at independence from Serbia. Subsequently, the paper sheds light on the approach of EU representative Javier Solana who pressed for the retention of some form of federation. Finally the paper addresses the 14 March agreement, including reactions, preconditions for its successful implementation and the wider political dynamics.
