This report addresses the issue of ineffective law enforcement and police in Bosnia and Herzegovina and suggests ways to overcome that situation. The paper sheds lights on the origins and current state of the police, including the country’s fragmentation and non-cooperation with the judiciary. Subsequently, the paper elaborates on the relation between politics and policing and explores the gap between local capabilities and international standards. The paper presents several proposals for professionalizing the police and finally discusses the issues of international oversight and the existing security gap.
