This report provides information on the situation in the Kosovar city of Mitrovica, which is effectively divided between Serbs and Albanians. The paper outlines the roots of the crisis and the latest incidents. Subsequently, the paper reviews the current situation, focusing on the Serbs, the Albanians, the UNMIK mission and the Kosovar government. Finally, the paper presents a multi-track approach that combines pressure on Belgrade to honor its obligations in Kosovo with vigorous action to ensure the rule of law in Mitrovica and an innovative offer to the city’s Serbs of integration into local government structures.
