This paper addresses the return of Croatian and Serbian war refugees to Croatia and issues that hamper this process. The paper outlines the scale of the problem and discusses return initiatives and related problems, including property repossession, occupancy rights and war crimes. Subsequently, the paper reviews moves of the government to overcome these problems and introduces three related international engagements. The paper argues that despite attempts of the Croatian governments to address the refugee problem, the international community should continue to press for full return and reintegration.
