This report develops a model of a civic contract as a solution for Kosovo’s final status. The paper reviews earlier discussions regarding the status and introduces the involved participants, including Belgrade, the Kosovo Serbs and the Kosovo Albanians. Subsequently, the paper elaborates on the role of the UNMIK mission and develops a phase plane to construct the civil contract. The paper argues that this solution would avoid the dangerous partition of Kosovo yet recognizes the needs of the Serb minority.
