Before the background of the new Special Representative of the Secretary General (SRSG) Harri Holkeri, who is leading the United Nations Interim Administration Mission in Kosovo (UNMIK), this report assesses issues which the SRSG is facing. Special attention is paid to the relationship with Kosovo’s Provisional Institutions of Self-Government (PISG), which are gradually gaining more responsibility. The paper introduces the actors involved, presents case studies on the relationship between UNMIK and several actors, discusses the further transfer of competencies to PISG and outlines preconditions to set PISG-UNMIK relations back on track.
