This report addresses the continuously difficult inter-ethnic and general situation in Macedonia despite assessments that the country has been a success story in the Balkans. The paper reviews Macedonia’s weak police and the limits of state capacity and the bleak economic situation. It also explores corruption and organized crime. The paper pays further attention to the issues of decentralization and municipal boundaries as well as to inter-ethnic relations. The paper calls for further security assistance to Macedonia to support stabilization.
