This report assesses the security and political situation in the Albanian-majority Presovo Valley in Southern Serbia, including continuing destabilizing factors and progress on the Covic Plan. The paper introduces the background of the crisis, reviews security and stability of the region, explores the relationship between Serbian security forces and the Albanians and addresses the economic situation. The paper pays further attention to the implementation of the Covic Plan, to Kosovar influences on local politics and to the reform of the Coordination Body.
