This report addresses the outbreak of extreme violence and rioting directed against Serbs and the UN in Kosovo on 17 and 18 March 2004. The paper discusses the clashing visions of Kosovo’s future, outlines increasing frictions and finds foreshadows of the violence. The paper explores the nature of the violence, the breakdown of the security system and the fatal state of the Kosovo Albanian society. Finally, the paper provides suggestions for a reshaped international presence and looks ahead. The paper argues that Kosovo risks becoming Europe’s West Bank.
