This report provides an overview of those aspects of EU foreign policy that relate particularly to the field of crisis response and management. The paper outlines the strategic context and introduces structure and policy of EU foreign policy, including the EU constitution, the Commission and the Council. Subsequently, the paper analyzes the EU’s capabilities, its practices and policies and several of its operations. The paper argues that the EU is the only serious partner in sight that can significantly help the US and that has some strength to influence the US’ policies.
