Before the background of renewed violence in March 2004, this report addresses the issue of Kosovo’s final status by filling the blanks left by Security Council Resolution 1244. The paper explores the positions of the key players, including the international community, the Kosovo Albanians, the Kosovo Serbs and Serbia itself. Subsequently, the paper proposes a process of how to address the final status question that includes a timeline, key process elements and key policy issues. The paper states that major progress on Kosovo’s future status is urgently needed.
