This briefing examines the political situation in South Ossetia and the return of IDPs to the region. It outlines the number of persons displaced during the 1990-1992 Georgian-Ossetian conflict and the political measures taken to enable a return of IDPs and refugees. It concentrates on the issue of property rights and the draft laws on restitution of housing and property. Finally, it urges a reintegration strategy for Ossetian returnees, including a package of economic, social and political measures.
