This briefing examines trials against Indonesian army and police officers and civilian officials. They are accused of serious human rights violations in connection with the 1999 violence in East Timor. It presents the different cases and the circumstances of the human rights violations. The paper criticizes the limited mandate of the ad hoc court and the way in which the indictments have been drawn up. It finally states that far more important than the verdicts will be what is said about the nature of the military and the role of unofficial armed forces.
