This briefing examines the impact of the 2002 Afghan national assembly, the Loya Jirga, on the political development of the country. It states that it produced mixed results - on the one hand representatives from across Afghanistan came together to elect a head of state without violence. On the other hand, the Loya Jirga failed to solve important problems, including the democratization of the country with an assertive civilian leadership and the disempowerment of warlords.
