This briefing examines violence on the Indonesian island of Flores and the impact of the military. The incidents have taken place against the backdrop of the Indonesian decentralization policy that devolves economic and political power to the district level. The briefing describes various incidents and holds that the state should define more responsibilities for the police and strengthen civil supremacy of armed and security forces.
