This briefing examines the impact of the military emergency in Aceh. It describes forms of loyalty tests applied during the emergency and forced displacement measures. The briefing also considers indicators of success for the Indonesian military, such as numbers of insurgents killed or arrested. It states that there is no visible exit strategy in the conflict between the Indonesian government and the GAM.
