This briefing examines the perspectives for political reconstruction in Afghanistan. It outlines the disarmament process and the framework for the upcoming presidential and parliamentary elections. It argues that the country's long-term stability rests on the ability of its institutions to develop and to consolidate democratic norms and to provide channels through which the various components of Afghan society can find political expression.
