This briefing outlines the disarmament, demobilization and reintegration of forces (DDR) process in Afghanistan. It discusses the framework of the program and its objectives, and assesses its interim outcomes and possible modifications. The paper states that the process of DDR is crucial to creating the conditions for the Karzai government to extend its authority throughout the country and for establishing rule of law, but that its ultimate fate is still very uncertain.
